An examination of the potential impact of the Drug Rehabilitation Requirement on homeless illicit drug-using offenders

Melanie Hollingworth

Bristol Primary Care Trust, melanie.hollingworth{at}nhs.net

The aim of this literature review is to examine the potential impact of the introduction of the Drug Rehabilitation Requirement (DRR) on homeless drug-using offenders. There is however, little research into either the recently introduced DRR, or court-ordered treatment imposed upon people who are homeless. The article is, therefore, confined to reviewing research and literature into the predecessor of the DRR — the Drug Treatment and Testing Order (DTTO). The article will then explore how DRRs may perform similarly or differently to DTTOs and what issues emerge for people who are homeless.

Key Words: coercion • crime • Criminal Justice System • Drug Rehabilitation Requirement • Drug Treatment and Testing Order • drugs • homelessness • offending
