Ex-Offender Hostels : All ChangeThe early 1990s will be a time of considerable change in the provision of housing for ex-offenders. The Special Needs Management Allowance and the National Health Service and Community Care Act will alter radically the funding of voluntary housing organisations. Len Cheston (Inner London), Nick Day (Devon) and Cath Johnson (Greater Manchester) explain the detail and set the future scenario. Whether the new funding system for special needs housing helps or hinders the provision of housing for homeless offenders will depend significantly on Home Office and Probation Committee flexibility and commitment.
